Your competitor is not the barber shop with the nicest website. It is whoever holds the points you want, on the day you scan.

Owners often confuse impressions with position. Impressions say you appeared somewhere. Position says where, and only for the point that was searched.
Categories change what Google asks you for: a pizzeria gets different attributes and fields than a shop does. Check which ones are empty on your profile.
Paying for reviews, in money or in kind, breaks Google's Maps content policy. So does offering a discount in exchange for one.
A pet grooming salon five minutes away from the searcher usually beats one twenty minutes away with better reviews. Measure the ring you can win.
A single rank number for a barber shop is like one temperature reading for a whole country.
Paid or incentivised reviews: removed under the fake engagement policy. What Google does say helps: "More reviews and positive ratings."
Keywords in the business name: not permitted, can suspend the profile. A virtual office address: not eligible. (Business Profile guidelines)

Google's own words: "Local results are mainly based on relevance, distance, and popularity." Distance is the one you cannot change, so it wins whenever the other two are close.
A pet grooming salon does not need daily rank scans. It needs the same scan on the same day each week, and a rule for what would make it change something.
A place you think is worse can still outrank you on Google Maps. 3 likely reasons: it's closer to the searcher, it's rated higher, or it has more reviews. Which one is it on your street?
