You generally wouldn't walk anywhere, because planes are wall-to-wall seats, but you *could*, and the reason that planes don't include e.g. a lounge is not seatbelt regulations on takeoff and landing, it's that a lounge is a huge amount of space that can't be sold as seats, which in turn increases per-seat costs, which in turn reduces demand more than is made up for by a lounge. @griswold The airplane seatbelt rule is 100% a policing policy to control the movement and control of people. It has little to do with crash safety. The idea is that people won't get in fights, steal stuff, or cause chaos 30,000 feet in the air with no ability to quickly stop and exit.
