The issue with CaHSR is its incompetence in execution. TGV Sud-Est took about a decade to plan, build, and open - then futher segments of LGV (Lines of High Speed) were build toward the Mediterranean, futher reducing travel times, increasing frequency, and driving large gains in ridership. Much of this ridership is "induced" - people making trips they would not have made by air or road before the TGV. CaHSR should have had an incremental program approach to HSR, build out segment by segment, each new segment upgrading and expanding the state's existing intercity rail services, till SoCal was connected the Bay Area. Instead they planned on getting it all done in a decade, and sre stuck with an isolated segment - Madera to North Bakersfield - in the Central Valley. Yes - the issues pointed out in the book 'Abundance' about the public sector building new housing in the Bay Area. This chapter featured the concept of the "Everything Bagel 🥯 " of various requirements and mandates for spending public money ' from minority businesses to environmental sustainability resulting in very few but very expensive units of housing being completed.

Well - its not just the public sector too that is become increasingly unaffordable too. Private health care is a major burden. Cars and their repair costs are unaffordable. And I don't think its a private vs. public sector problem, but an American problem. Lots of other nations despite their own issues can provide public and private goods and services at lower costs and often at equal to greater quality. The old American social-economic paradigm is played out, and a new one is needed. And it won't be a Left or Right solution, but likely a mix-up of both, with perhaps something new. Did I get that phrase wrong? 😅 Well I think I meant CaHSR has a "leg up" (and advantage, head start...) on being the the #1 case study for WORSE executed HSR mega-project. HS2 falls short by actually in its first part connecting two large destinations with a lot of travel demand between them, with very good public transit, dense and walkable urban centers. It does seem that HS2 will be pushed to Manchester in some form - likely with lower top speeds - which is very much needed to fulfill the primary purpose of creating more overall rail capacity, by freeing the West Coast Main Line of intercity trains for more regional and freight trains.
